Regional Operational Programmes (ROP)

A total of sixteen Regional Operational Programmes have been launched to ensure effective utilization of specific regional and territorial development potentials to achieve national development objectives in the areas of growth, employment and cohesion in the long term perspective.

Each of the 16 provinces developed its own Regional Operational Programme in the following areas:

Increasing competitiveness of the region
Improving quality of life for citizens through better use of regional potentials
Eliminating barriers impeding development.

Regional Operational Programme for Dolnośląskie Voivodeship

1.2. Innovative companies

Scope of support

The main goal of this sub-measure is to increase the research and development activity of enterprises operating in Dolnośląskie Voivodeship. The research project undertaken by the enterprises should contribute to the development of new or significantly improved products and production processes (product and process innovations).

Funding provided under sub-measure 1.2 is available for the entire innovation process. The project may cover different stages of R&D up to and including product launch. The measure will be implemented in the following schemes:

Scheme A: Support for enterprises intending to start or develop R&D activities
Scheme B: Creation and development of R&D infrastructure in enterprises
Scheme C: Services for enterprises

Level of support

Projects not covered by state aid: 85%.

Projects covered by state aid: in accordance with the relevant provisions of Community law and national legislation concerning principles for granting state aid applicable at the time of granting.

Amount of support by project type:

creation and development of R&D infrastructure in enterprises – up to PLN 25 million
conducting R&D work – up to PLN 5 million
services provided by Business Environment Institutions (BEIs) to small and medium-sized enterprises – up to PLN 100 thousand per enterprise;
co-financing services provided to small and medium-sized enterprises – innovation vouchers for up to PLN 100 thousand per enterprise

1.5.A. Support for product and process innovation in small and medium-sized enterprises

Scope of support

Sub-measure 1.5.A covers activities contributing to the development of micro, small and medium-sized enterprises through investment support (grants) and financial instruments. Support for product and process innovations in SMEs consists of launching new or improved products/services or introducing substantial modifications in production processes or service delivery.

Funding under sub-measure 1.5.A is also available for investments contributing to reduction of adverse environmental impact e.g. reducing material and water consumption of a production process and introducing innovative solutions (technologies) combating climate change (e.g. development of zero-emission and lowemission technologies), which in turn will translate into reduction of negative environmental effects (excluding introduction of technologies for improvement of energy efficiency in the company).

Level of support

Micro and small enterprises: minimum 45% of eligible expenditure
Medium-sized enterprises: minimum 35% of eligible expenditure

The minimum value of eligible expenditure is PLN 100 thousand.

3.2 Energy efficiency in small and medium-sized enterprises

Scope of support

Funding under sub-measure 3.2 is available for projects aimed at substantial refurbishment of facilities including replacement or upgrade of energy sources to increase energy efficiency through lowering heat loss and power consumption (possibly including RES). Funding will also be provided for purchase of installations allowing the recovery of waste heat within the meaning of Directive 2012/27/EU and the use of energy efficient technologies in enterprises (including improvement and expansion of production lines to ensure higher energy efficiency).
